Colorado Quality Construction built its government services division to meet these requirements head-on. We are SAM.gov registered with an active CAGE code, carry payment and performance bonds, comply with Davis-Bacon prevailing wage requirements, and hold security clearances for military installations across Colorado. Our project documentation process produces certified payroll, progress reports, QA/QC inspections, and as-built records that meet federal contract administration standards.

Government construction projects require compliance with standards that go well beyond local building codes. We are experienced with the following frameworks:

Unified Facilities Criteria (UFC)

The UFC series governs design and construction for DOD facilities. We build to UFC standards including anti-terrorism force protection (UFC 4-010-01), which requires blast-resistant design, progressive collapse prevention, and minimum standoff distances for inhabited buildings. This affects structural reinforcement, glazing selection (laminated and blast-resistant windows), door and frame ratings, and site planning for vehicle approach mitigation.

GSA PBS-P100 Facilities Standards

The GSA's P100 standard governs federal building design and construction. It establishes requirements for sustainability, security, accessibility (beyond ADA), building envelope performance, mechanical and electrical system design, and lifecycle cost analysis. We follow P100 for GSA-funded projects, including its emphasis on LEED Gold certification for new federal construction.

LEED v4.1 and Federal Sustainability Mandates

Executive Order 14057 requires federal agencies to achieve net-zero emissions from federal buildings by 2045, with a 50% reduction by 2032. This drives demand for electrification (eliminating natural gas), on-site renewable energy (solar PV and battery storage), high-performance building envelopes, and smart building management systems. Buy America and Buy American Compliance

Federal infrastructure projects increasingly require domestic material sourcing under Build America, Buy America (BABA) provisions. Building Information Modeling (BIM)

BIM is now mandated on most federal construction projects above defined thresholds. We use BIM for clash detection, quantity takeoff, phasing simulation, and facility management handover. Perimeter Security and Blast Mitigation

Procurement Methods We Support

  • Invitation for Bid (IFB): Sealed competitive bids for well-defined projects. We provide line-item pricing per government specifications with bonding documentation and certified payroll commitments.
  • Request for Proposal (RFP): Qualifications-based proposals with technical approach, past performance narratives, and pricing. We respond to all RFP sections including technical volume, management volume, and cost volume.
  • Request for Qualifications (RFQ): Qualifications-based selection for professional services and design-build projects. We provide project histories, team qualifications, and relevant experience matrices.
  • Cooperative Purchasing: Pre-negotiated contracts through GSA Schedule, Sourcewell, OMNIA, and other cooperative agreements. If your agency uses a cooperative vehicle, we can provide pricing under those terms without a competitive bid process.
  • Emergency Procurement: Rapid response for disaster recovery and emergency repairs. We mobilize within 2-4 hours for critical infrastructure with emergency documentation and cost tracking from the first hour on site.
  • Sole Source / Direct Award: Available for specialized work or emergency situations where competitive bidding is not feasible. We provide sole source justification documentation supporting the agency's procurement file.

Government Procurement FAQ

Are you SAM.gov registered?
Yes. Colorado Quality Construction is an active SAM.gov registrant with a valid CAGE code and Unique Entity Identifier (UEI). We can provide our registration details and SAM.gov exclusions report upon request.
What is your bonding capacity?
We carry payment and performance bonds through a surety partner. Our single-project bonding capacity and aggregate limit are available upon request. Bonding certificates can be included with any bid submission.
Do you comply with Davis-Bacon prevailing wage requirements?
Yes. All government projects subject to Davis-Bacon are staffed with appropriately classified workers paid prevailing wages. We provide certified payroll records weekly and comply with all labor standards provisions.
Can you access secure and military facilities?
Yes. Our personnel can obtain base passes, DBIDS credentials, and facility access for military installations (Fort Carson, USAFA, Peterson SFB, Schriever SFB, Buckley SFB) and federal buildings. Background checks and clearances can be completed as required by the facility.
How quickly can you respond to emergency government work?
We mobilize within 2-4 hours for emergency calls within our service area. For FEMA and disaster response, we can deploy within 24 hours with appropriate documentation and cost tracking.
Do you work with cooperative purchasing agreements?
Yes. We can participate in GSA Schedule, Sourcewell, and other cooperative contracts. If your agency uses a cooperative agreement, let us know and we can provide pricing under those terms.
What payment terms do you accept for government contracts?
We accept standard government payment terms including Net 30/45/60, P-Card, and ACH. Progress billing is available for multi-phase projects. All invoicing includes required documentation (certified payroll, lien waivers, progress photos).
What insurance coverage do you carry for government projects?
General liability $2M per occurrence, workers comp $1M/$1M, auto $1M, and umbrella $5M. Certificates of insurance (COIs) with waiver of subrogation and additional insured endorsements are provided with every bid submission. Coverage limits can be increased for specific project requirements.
Can you provide references from past government projects?
Yes. We provide project references and past performance narratives with any proposal. References from government project managers and contracting officers are available under NDA. Our past performance evaluations from federal contracts are available upon request.
Do you self-perform work or subcontract everything?
We self-perform carpentry, concrete, drywall, painting, and general construction trades. We subcontract specialty trades (electrical, mechanical, plumbing, fire protection) to licensed and vetted subcontractors who also meet government compliance requirements including Davis-Bacon wage compliance and bonding.
What is your experience with LEED-certified government buildings?
We have experience building to LEED v4.1 standards including Gold certification. We understand the documentation requirements, material sourcing requirements (regional materials, recycled content), construction waste management plans, and commissioning requirements that LEED projects demand.
How do you handle change orders on government contracts?
All change orders are documented in writing with detailed scope, pricing, and schedule impact before any work proceeds. We follow the change order procedures specified in the contract (FAR 43.2 for federal contracts). No work proceeds without an authorized change order signed by the contracting officer.
